  • change colours, contrast levels and fonts using browser or device settings
  • zoom in up to 400% without formatting issues
  • navigate most of the website using a keyboard

We’ve also made the website text as simple as possible to understand.

Technical information about this website’s accessibility

Development Bank of Wales is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard due to the exemptions listed below:

  • A portion of our PDF documents published since 2018 are not fully accessible.
  • In our online forms, the ‘increase/decrease’ arrows on numerical fields are not available in mobile view.

Non-accessible content

The content listed below is non-accessible for the following reason(s):

Disproportionate burden

A portion of our PDF documents published since 2018 are not fully accessible, as per WCAG version 2.1 AA standard criteria.

Success criteria failed:

  • WCAG 1.4.4 - Make text resizable ≥ 200% without loss of content/functionality
  • WCAG 1.4.10 - Content must be reflowable (no horizontal scrolling) up to 400% zoom
  • WCAG 2.1.1 - All functionality must be keyboard operable

We’ve assessed the cost of fixing these issues across all of the required PDFs. We believe that updating all of these would be a disproportionate burden within the meaning of the accessibility regulations.

A disproportionate burden assessment on this issue was completed and submitted to the Government Digital Service on 26 January 2024.

Content that’s not within the scope of the accessibility regulations

In our online forms, the ‘increase/decrease’ arrows on numerical fields are not available in mobile view. This fails accessibility for WCAG version 2.1 AA standard criteria.

Success criteria failed:

WCAG criteria 1.4.10.- Content can be presented without loss of information or functionality.

It has been determined this issue is caused by a default setting by browsers and is therefore not a website issue. We believe this means it is not within the scope of the accessibility regulations.

What we’re doing to improve accessibility

We are currently working towards the new WCAG 2.2 AA standard and aim to have updated our website to reflect this by October 2024.
