What is the Green Homes Wales scheme?  

Green Homes Wales is a Welsh Government initiative, managed by the Development Bank of Wales, designed to support eligible homeowners in making energy efficient improvements to their homes.  The Scheme offers both interest free financing and fully funded expert support, helping you save money on energy bills and reduce carbon emissions. 

We offer comprehensive support to help you make your home more energy-efficient, including: 

  • Expert guidance: 
    • Fully funded access to a Retrofit Coordinator to create a detailed home assessment providing energy-efficiency and decarbonisation recommendations tailored to your individual circumstances.

  • Flexible financing: 
    • Interest free loans ranging from £1,000 to £25,000 with repayment terms up to 10 years. For larger projects, terms may be extended. 
    • Enjoy a 6-month upfront repayment holiday while your new energy efficiency measures begin delivering results.

  • Grant funding: 
    • Access to grant funding alongside loans for specific energy efficiency measures, reducing your out-of-pocket expenses.

Schemes such as Welsh Government’s NEST can help you understand your options and identify any existing public grant funding you may qualify for.

Once you have obtained general energy efficiency advice, you can apply for fully funded Retrofit Coordinator and Assessor support. They will conduct a comprehensive whole-house assessment of your home and provide energy-efficiency and decarbonisation recommendations tailored to your individual circumstances. 

Once you've decided on the energy efficiency improvements you would like to make, you can then apply to us for a funding package that includes an interest-free loan and depending on measures being installed, possible grant.

If your funding application is successful, we will confirm your funding package in writing, which will include the amount of the interest free loan we will pay you and the details of any grants that are available to you. 

Once you have instructed your chosen installer and have agreed a timeline for the installations, you can request the transfer of the interest free loan in full ahead of any payment requirements to the installer. Once the energy efficiency measures have been installed a second transfer will be made of any qualifying grant. 

You will be solely responsible for your relationship with your chosen installer and for any costs for and associated with the installation. Development Bank of Wales will not have any contractual relationship with the installers.

To qualify for the scheme your house must be located in Wales, owned by you and must be your primary residence. 

Landlords cannot currently apply to this scheme.

For quality assurance, Green Homes Wales embeds the requirement for PAS 2035 compliance across its structure and conditions of third parties that are engaged with it, including Retrofit Coordinators and installers. 

PAS 2035 is the overarching UK retrofit standards framework. It details how to carry out quality energy retrofits of existing domestic buildings, alongside best practice guidance for implementing energy efficiency measures. As a government backed standard, PAS 2035 provides a thorough approach to ensuring quality and assurance to all retrofit work undertaken. Further information can be found here.

Yes. Green Homes Wales provides funding only for owner occupiers to undertake energy efficiency measures on their primary residence. Note: landlords cannot currently apply to this scheme. 

A home retrofit is the process of making improvements and upgrades to your home so it becomes more energy efficient with lower emissions.  

A list of pre-verified retrofit coordinators will be available on the Green Homes Wales website once the scheme is launched in the Autumn. You will be able to choose a retrofit coordinator from this list to work with to complete a home energy assessment.  

No. Green Homes Wales offers a finance package which provides grant funding in certain circumstances. The grant cannot be accessed in isolation. 

Grants will be available to support certain measures where there is higher carbon impact or as part of a package of support measures. The full list of grant allocations will be available ahead of the scheme launch in the autumn.  

Once you’ve decided which measures you want to take forward you will need to speak to an accredited installer and get a quote for the work. For any low carbon technology installation i.e. solar panels or a heat pump you will need to use a Microgeneration Certification Scheme (MCS) accredited installer. For all other work you will need to engage with a TrustMark registered installer.

Yes. If you have fully repaid your first loan you can apply for further funding to undertake new energy efficiency measures.
