Leaseholder Support Scheme Executive

We are recruiting a Leaseholder Support Scheme Executive, on a 12-month fixed term contract, based out of Cardiff or Wrexham.

Job purpose

The Leaseholder Support Scheme Executive is responsible for appraising and delivering investments under the new Welsh Government Leaseholder Support Scheme (“LSS”), managed by the Development Bank of Wales (“DBW”).    

The postholder will need to build close working relationships internally, with Leaseholders, Registered Social Landlords (“RSL”) and 3rd party professionals to facilitate delivery of this sensitive scheme.

A strong understanding of customer requirements and eligibility will be key in ensuring excellent customer service and meeting DBW’s investment criteria. The post holder will possess well-developed interpersonal and problem-solving abilities. 

Attention to detail and a proactive, hands-on approach are also essential prerequisites for this role.  An understanding of cladding/EWS1’s and consumer regulatory requirements is also preferable.

The Leaseholder Support Scheme is aimed at those facing significant financial hardship due to fire safety issues in the buildings in which they live. The scheme will support leaseholders to understand the best options for their individual financial circumstances with the opportunity for a potential home buy-out option if that is the most appropriate course of action.

It will be focused on those who are experiencing difficulty through increased service charges due to insurance and fire safety risk measures, declined market value and the absence of an External Wall System 1 certificate and cannot sell their property (if remediation works are underway on the building, then the leaseholder would not be eligible for this scheme).

Main duties and responsibilities

  • Be responsible for managing detailed application requests, from the initial eligibility stages through to successful application, ensuring information provided is in an actionable state and necessary evidence is appended.
  • Conduct thorough and robust due diligence (training for which will be provided) when progressing LSS applications. Undertake the required eligibility and affordability as per WG criteria and direction from the LSS Team Manager.
  • Undertake a case handling role, ensuring a continuous dialogue with applicants, stakeholders and colleagues regarding progress and activity.
  • Draft & issue valuation instructions; review valuation report & communicate proposed value/offer to applicants.
  • Manage a portfolio of live cases, undertaking monitoring and relationship management in line with procedures and as directed by the LSS Team Manager. This will include liaising with Leaseholders, IFA’s and RSL’s daily.
  • Facilitate RSL loan application and send accurate case details to RSL & confirm authority to proceed. Prepare & submit loan sanction paper for approval (inc. CDD) Instruct, review & issue loan offer letter to RSL.
  • Instruct panel lawyers on ROT & First Charge. Review & collate ROT & First Charge docs, before submission to the LSS Team Manager for approval.
  • Develop and maintain relationships with professional stakeholders, including IFA’s, Lawyers, Valuers, RSL’s and Quantity Surveyors.
  • Coordinate Completion – Complete RSL drawdown notice, legal undertaking, DDR & review searches.
  • Manage Post Completion process - Draft & issue completion notice to RSL, arrange payment of valuation, IFA, and legal fees via BACS. Check HMLR to ensure security has been properly registered.
  • Provide an accurate, polite, enthusiastic, and professional service to all external and internal stakeholders and respond accordingly to all queries received via the website, email, and telephone.
  • Be decisive in decision making, taking responsibility, and be prepared to have potentially difficult conversations with Leaseholders.
  • Ensure completion of legal documentation and be mindful of appropriate regulatory requirements as part of ongoing case management.
  • Develop and maintain technical and industry specific knowledge to ensure best practice and compliance in investment activity.
  • Proactively monitor pipeline applications via thorough report generation. Update records accordingly to ensure accuracy levels are maintained on the client record management (CRM) system, reporting back to the LSS Team Manager with any issues.
  • Undertake any other task as may be defined by the LSS Team Manager to meet the operational needs of the Leaseholder Support Scheme.
  • Based on scheme demand, the successful applicant may be required to blend workload with Help to Buy Wales.
  • Any other task as may be defined by the Property Services Director to meet the operational needs
