Procurement assistant

We are recruiting for a procurement assistant on a fixed term contract for 12 months based out of Cardiff or Wrexham. Salary starting from £24,000

Job purpose                                                   

As a public sector organisation the Development Bank of Wales (DBW) takes procurement activity seriously ensuring compliance with relevant procurement regulation and best practice.  The timely award of cost-effective contracts to qualified contractors, suppliers and service providers for the provision of goods and services to DBW is considered highly important.

The Procurement Assistant will provide support to the Compliance Team in managing procurement and contract services management across the Development Bank of Wales.  This will include:

  • Administration of all procurement activity and procurement queries
  • Further development of procurement Policy, Procedure and guidance
  • Maintenance of a central contracts database

The role will present an opportunity to develop skills and experience across different levels of procurement including exposure to the OJEU process. It will also provide an opportunity to develop a working knowledge and valuable experience of DBW, working within a busy compliance team which covers a broad range of quality and compliance activities across the organisation.

Main duties and responsibilities

  • Responsibility for administration of all procurement projects including managing deadlines and liaison with teams across DBW
  • Assist with building tenders on eProcurement systems
  • Co-ordinate clarification questions from suppliers and co-ordinate responses from project teams
  • Diary management for each procurement stage
  • Assisting with advice, support and management of below threshold tenders
  • Filing key documentation for procurement master files
  • Assist with ensuring procurement checklists for each tender are completed
  • Maintain the single tender register
  • Raise Purchase Orders for procurement of legal advice
  • Manage all queries and emails that are procurement related
  • Provide high quality procurement advice and assistance across the business to ensure help and advice is available as and when required
  • To support the development of existing procurement policy and procedure and practical guidance notes
  • Assist with research into public sector procurement to ensure that DBW Policy and Procurement remains fit for purpose
  • To support in the development and roll out of appropriate training material and guidance to improve knowledge and awareness of procurement activity across DBW
  • To support the development and maintenance of a central contracts register and sending reminders to project managers before contracts are due to expire
  • To work with the Finance team to ensure a clear audit trail between purchase orders raised and procurement activity
  • Implementation of a review programme to monitor operational compliance
  • Any other task as may be defined by the Business Services Manager to meet the operational needs of the department

Desirable 

  • Awareness or working knowledge of public sector procurement
  • Exposure to eProcurement systems
  • Good presentation skills and an ability to deliver training material
  • Ability to review and update policy and procedural documentation
  • The ability to apply a range of research techniques to gather relevant information
  • Offer briefings and advice following research

We are not looking specifically for procurement experience for this role but instead someone that has a structured approach to managing project work. The individual needs to be numerate and have a good attention to detail. We are looking for candidates with a financial or legal background.
