Property Services Executive

We are hiring for a Property Services Executive

Job purpose 

The Property Services Executive is responsible for delivering schemes and support administration services under The Development Bank of Wales’s Property Services function. Responsibilities will be blended across the following areas to ensure high quality and efficient delivery: 

  • The Leaseholder Support Scheme. The Leaseholder Support Scheme is a last resort fund in place to assist leaseholders in addressing fire safety issues impacting their properties. The LSS provides eligible leaseholders with a home buy-out option and is aimed at those facing significant financial hardship because of fire safety issues.

  • The Help to Buy Wales Scheme provides a shared equity loan to buyers of new-build homes. The scheme supports the purchase of homes bought through a registered Help to Buy Wales builder.

  • Green Business Loan Scheme. The aim of the Green Business Loan Scheme is to provide businesses with appropriate funding packages to undertake energy efficiency and decarbonisation enhancements that will help them reduce costs and support the achievement of Wales’s long-term net zero strategic objectives.

  • Future Property Services Schemes – The intention is to integrate further schemes in future such as Housing Retrofit and Help to Stay (an evolution of the existing Mortgage Rescue Scheme).

  • Support administration services – The Property Services team will also be responsible for ad hoc and ongoing support services delivered to internal stakeholders. Examples include:

    • Assisting with spikes in Development Bank telephony and email enquiries as required.

    • Supporting administration of Development Bank bids such as cleansing co-investment data for the British Business Bank.

    • Delivery and optimization of ongoing business processes such as Portfolio Impact on Investment forms.

    • Any further support administration services as required in future.

The role holder will need to maintain close working relationships with a variety of stakeholders (e.g., Leaseholders, Lenders, Registered Social Landlords, 3rd party professionals, Development Bank of Wales and Welsh Government stakeholders) to ensure smooth overall delivery of Property Services. 

A strong understanding of customer requirements and eligibility will be key in ensuring excellent customer service and meeting DBW’s investment criteria. The post holder will possess well-developed interpersonal and problem-solving abilities.  Attention to detail and a proactive, hands-on approach are also essential prerequisites for this role. 

The Property Services Executive will also hold advanced knowledge of the more complex scheme areas and act as role model to the wider team. They will also hold quality evaluation responsibilities and peer check team members to ensure the highest standards of customer satisfaction. The role holder will be expected to consistently deliver outstanding performance, be a point of contact for technical support/escalation and apply a level of business focus that makes an impact and adds value to their team/department. 

Main Duties and Responsibilities:

  • Be responsible for managing detailed application requests, from the initial eligibility stages through to successful application, ensuring information provided is in an actionable state and necessary evidence is appended.

  • Where required, be responsible for screening of applications at initial stages. Undertake research in order to make an assessment and respond to clients formally, requesting further information if required.
  • Proactive approach to continuous improvement using areas identified through NPS, performance reports, peer checking and/or complaints root cause analysis.
  • Awareness and practical application of regulatory responsibilities and customer requirements (i.e. – Consumer Duty, Vulnerability, Financial Hardship and Treating Customers Fairly).
  • Conduct thorough and robust due diligence (training for which will be provided) when progressing applications. Undertake the required eligibility and affordability as per Welsh Government criteria and direction from the Property Services Operations Manager.

  • Undertake a case handling role, ensuring a continuous dialogue with applicants, stakeholders and colleagues regarding progress and activity.

  • Draft & issue valuation instructions; review valuation report & communicate proposed value/offer to applicants.

  • Manage a portfolio of live cases from a variety of schemes and services, undertaking monitoring and relationship management in line with procedures and as directed by the Property Services Operations Manager. This will include liaising with Businesses, Leaseholders, IFA’s and RSL’s regularly.

  • Facilitate RSL loan applications, send accurate case details to RSL’s & confirm authority to proceed. Prepare & submit loan sanction papers for approval (inc. CDD) Instruct, review & issue loan offer letters as appropriate.
  • Instruct panel lawyers on COT & First Charge. Review & collate COT & First Charge docs, before submission to the Property Services Operations Manager for approval.

  • Develop and maintain relationships with professional stakeholders, including IFA’s, Lawyers, Valuers, RSL’s and Quantity Surveyors. 

  • Coordinate Completion – Complete drawdown notices, legal undertaking, DDR & review searches. 

  • Manage Post Completion processes - Draft & issue completion notices, arrange payment of valuation, IFA, and legal fees via BACS. Check HMLR to ensure security has been properly registered.

  • Provide an accurate, polite, enthusiastic, and professional service to all external and internal stakeholders and respond accordingly to all queries received via the website, email, and telephone.

  • Be decisive in decision making, taking responsibility, and be prepared to have potentially difficult conversations with internal and external customers.

  • Ensure completion of legal documentation and be mindful of appropriate regulatory requirements as part of ongoing case management.

  • Develop and maintain technical and industry specific knowledge to ensure best practice and compliance in investment activity.

  • Proactively monitor pipeline applications via thorough report generation.  Update records accordingly to ensure accuracy levels are maintained on the client record management (CRM) system, reporting back to the Property Services Operations Manager with any issues.

  • Undertake any other task as may be defined by the Property Services Operations Manager to meet the operational needs of Property Services. 

  • Based on scheme demand, the successful applicant will be required to blend workload with other schemes such as HtBW, GBLS, LSS.

  • Consideration and awareness of the FCA Consumer Duty at all times to ensure we deliver good outcomes to our customers by acting in good faith, avoiding foreseeable harm and to enable and support our customers to pursue their financial objectives.

  • To ensure our vulnerable customers are treated fairly and that our products and services meet the needs of vulnerable customers in our target market.

Knowledge, Skills, Abilities and Experience 

Essential 

  • Self-motivated with the ability to take a proactive approach and able to work both independently and as part of a team. 
  • Understanding of risk assessment and eligibility processes & procedures.
  • Strong communication, influencing and interpersonal skills.
  • Confident in own decision-making capability.
  • Ability to prioritize and organize work under pressure.
  • Excellent accuracy and high attention to detail.
  • IT/PC literate with ability to use Microsoft Office packages.

Desirable 

  • Banking/Regulatory experience.
  • Experience of property development
  • Experience of analyzing financial information and valuation reports.
  • Welsh speaker.
  • Driving License.
