ICT operations manager

We are recruiting for an ICT operations manager based out of Cardiff.

Job purpose

The ICT Operations Manager will act as the Deputy to the ICT Director, contributing to the development and delivery of the overall ICT Strategy. The post holder will have specific responsibility for managing, monitoring and reporting on the performance and delivery of the infrastructure and application elements of the Development Bank’s ICT service portfolio.

Responsibilities will include line management of the infrastructure and application teams and collaboration with colleagues in the ICT department and wider organisation to specify, design and implement ICT services.  Developing effective relationships with staff and suppliers will be essential for success in the role, as will the ability to ensure ongoing adherence to governance, project management and quality standards.

Main duties and responsibilities

 

  • Work with the ICT Director and the wider ICT team on the specification, design, development and implementation of the ICT strategy to support the aims and objectives of the business.
  • Manage a team of technical ICT specialists, ensuring ongoing adherence to rigorous project management methodologies.
  • Ownership of the production of management information to report on departmental performance against agreed SLAs and KPIs.
  • Identify, manage, mitigate and report on risks associated with the use of ICT services throughout the business.
  • Ensure documentation and licensing compliance of the ICT service portfolio is maintained
  • Collaborate with the ICT team and wider business to agree on the design and implementation of a holistic programme of ICT continual improvement activities.
  • Manage and develop relationships with Development Bank suppliers, optimising return on investment and supplier performance.
  • Evidence robust financial management and reporting on ICT expenditure.
  • Any other task as may be defined by the ICT Director to meet the operational needs of the business.

Knowledge, skills, abilities and experience

Essential

  • Proven leader/manager of multi-disciplined ICT teams with experience of managing internal and outsourced ICT services in a senior management position
  • Excellent interpersonal verbal communication and influencing skills
  • Very high standard of written communication skills for a variety of audiences
  • Solid understanding of ITIL Service Management and project management frameworks, with corresponding accredited qualifications
  • Proven ability to deliver complex ICT projects to time and cost and accredited Project Management qualifications
  • Experience of designing, procuring and managing outsourced ICT service contracts
  • Experience of coaching and mentoring team members
  • Solid understanding and experience of change management processes
  • Demonstrable technical experience, with corresponding relevant technical accreditations
  • Problem solver with the ability to analyse situations or issues, capture current process states, identify future requirements and deliver practical, high quality solutions
  • Ability to prioritise and organise work under pressure and determination to complete tasks to a high standard with measureable success
  • A flexible approach to working hours

Desirable 

  • Degree level educated
  • Experience of Government procurement frameworks and processes
  • Experience of financial or professional services companies and processes
  • Experience with Digital Transformation initiatives
